This Kit is intended to help psychologists, counselors, MFTs, social workers, psychiatrists, and other psychotherapists and mental health professionals, who are primarily in solo private practice or in small group practices, to become compliant with the HIPAA regulations. Ideally, you have already complied with HIPAA regulations by now. However, if you missed the deadlines, it is best that you become compliant as soon as you can.

When it comes to HIPAA, "later is better, safer and smarter than never." HIPAA regulations are complex and are still being clarified all these years later. State laws are also changing and, consequently, so is the interaction between HIPAA and state laws. Consequently, it will take many more years, more clarification by HHS, and several case laws to reach more clarity about HIPAA. Due to the lack of finality and clarity regarding parts of the regulations, you must look at the process of HIPAA compliance as a long, evolving journey.

The intention of this Kit is to provide a basic understanding for psychotherapists, and is not meant to be the ultimate or the definitive HIPAA resource. It is highly recommended that therapists continually use many other guides or manuals and attend different seminars rather than rely on one source when attempting to comply with HIPAA.

Unlike many other HIPAA manuals, this Kit is written in simple, understandable language. Dr. Zur has distilled out what he considers to be most relevant and important, and he gives basic suggestions and practical tools to aid psychotherapists in becoming compliant. For the sake of clarity, he has weeded out the enormous number of regulations that are not highly relevant for psychotherapists in private practice. Sometimes simplicity and clarity comes at the expense of providing all the available information on a certain topic. Giving all the pertinent information on all topics would result in an overwhelmingly large document that, in all likelihood, would not be helpful or even be read by most psychotherapists.
